Description
Though Midway Atoll forms part of the Hawiian Archipelago geographically speaking, it is not part of the state of Hawaii itself.
The state of Hawaii was created via the following act:
“AN ACT TO PROVIDE FOR THE ADMISSION OF THE STATE OF HAWAI‘I INTO THE UNION, ACT OF MARCH 18, 1959, PUB L 86-3, 73 STAT 4.”
Midway Atoll and several other remote areas with explicitly excluded under §2, thus:
“…but said State shall not be deemed to include the Midway Islands, Johnston Island, Sand Island (off-shore from Johnston Island), or Kingman Reef, together with their appurtenant reefs and territorial waters.”

Essentially these very remote places were deemed to be too awkward to be looked after by the new state’s administration, so were left to the Navy to look after until about 30 years ago when the DOI took over. The FWS currently manages the marine national park.
The atoll even has its own zip code, with the “state” stated as “Minor Outlying Islands”:

According to the Turf Wiki the USA is “divided into 51 regions corresponding to the country's 50 states and the federal district District of Columbia” however the Minor Outlying Islands do not belong to ANY state and are an independent entity of their own, hence why I believe a 52nd region is required to cater for them.
