Have had exactly this problem/behaviour with blocked zone and restart of app 4-5 times the last two weeks (with no turfing for 5 days!). Were just about to report it but found that it was already reported :-)

Tested several times yesterday... If you walk outside the zone and then back again, the take over bar is still 100% green, but if you wait for a while, the zone will be taken. I think the time you need to wait is your current takeover time. No need to restart the app to be able to take it again

Tested yesterday and today. Got in the zone today some seconds after the block had ended (backzone for reference). Still got the mess. Did as SunYour said and walked outside the zone and then in again. Process bar still all green. Waited my take over time and got the mess that the zone was mine. So no restart is necessary.

Both with and without region lord bonus. Both with and without GPS on bonus. Tried to exit zone just before block time would've run out in order to reenter when it should've been clear. However, the time I had spent in the zone (while blocked!) had counted towards takeover time (I "started" halfway down the green/red bar), and then I still got the same problem.

This issue should be slightly less bad now, because part of the issue was that the server clock was off by 40 seconds. That has been corrected by the Turf Developers.
