Steps to reproduce

About 15 minutes after start of session 99 i entented Justicezone and it was yellow, However blocked for another 8 minutes- by Neutral. It was untakeanle at the time. Note that i trots to take just that zone at start of session (as my gift zone) but did not get it ( still yellow after me leaving it). I took a screen shot to be attached.

*it was untakeable at the time *note that I tried to take just that zone at start of session (as my first zone) /corrections of initial text;-)
