New zone in "private?" area

Steps to reproduce
Description
The new zone DwarfWharf, is placed on a wharf on the edge of the Town, and in a boat-club's area, don't know if it is to be seen as private or public property, but would guess that it will not be liked to have people around the boats on different times of the day.
Maby have it moved up to the road or the grass on the "right" side of the level crossing gate
