This has been an issue for over a year now, I first encountered it when my Galaxy Nexus was new (late 2011). Also had the issue on galaxy S3 and galaxy note 2.

Happens to me all the tim when using wifi home panning on large cities with many zones.. the only fix for me is to exit app as nothing else works.

Happens to me also alot, can simulate the issue in like 2min if I keep zooming in and out and panning side to side. What also happens is the APP crashes so when pressing back key the app is closed and not runing in the background, seems like a memory leak.
