Had not discovered Turf when I was in San Francisco a few years ago, but I have ridden a bike in the relevant neighbourhood (turned a few blocks early to get back to the bike rental place). It is not a place I would recommend visiting at night since it is not a nice area, however, it also means the police presence is high (police station within view from the zone). A turfer visiting at daytime will see a different version of the city and should use caution but is not necessarily at risk (if I visit again, I will make certain to take this zone at mid-day and preferably with company). I'm not sure if I am recommending the zone to stay or be removed, but I hope it can give some guidance to the zone makers.

In Turf, as in general life, you are responsible for your choices you make and the risks you expose yourself to, be it bad hoods, dangerous traffic or just plain addiction. A turf zone is not a designated safe place where you can linger around without a care in the world.What it shall be is an interesting place, and for some it is interesting to see the shady side of town. But no matter what you should not go to a unknown city without checking the risks in guidebooks or with locals first, you should also be able to tell going there what kind of neighborhood it is, and you should never flaunt your phone if it may be to tempting to people around you. Finally, the zone name, if you see it, will give a good hint/warning on what to expect. No change of the zone.

Having visited 50+ zones in SF and >1500 unique in total, this is not a type of issue I would issue lightly, but this area really felt unsafe to visit (during daytime). I would potentially sympathize with your response if this indeed was an area of interest. It is not, but rather named the worst playground in SF a few years ago: californiawatch.org/dailyre... "Hallidie plaza" at Market street a few blocks away feels much more safe and is a more interesting place to visit. I propose to move the zone there.

Still stand for my opinion above, but it is not a strong one, I just wanted to clean out these issues even though this isn't my region. Asked around with the other zonemakers, but just got "meh". As you are the only one engaged in this (impressed by your immediate turnaround) outcome will be: moved as suggested.
