Wardrobe won't let me wear my crown

Steps to reproduce
First I gained Region Lord in Wales and put on my crown.
Then I gained Region Lord in N W England.
Then I lost Region Lord in Wales. At that point wardrobe would not let me wear the crown any more.
I still get the 5 second takeover bonus, and that is the most important thing.
But it is annoying not to be able to wear the crown.
Description
It seems Wardrobe uses a different means of identifying Region Lord than the time bonus.
Why not make it the same?
